Chi Augustine Takes Helm as Bali DO, Tasked to Boost security, Effective School Resumption

Chi Augustine Nwhanagham has been installed as the Divisional officer for Bali subdivision.

He was installed at the Ntafoang grandstand on Wednesday 6th August 2025 by the Senior Divisional Officer for Mezam, Simon Emile Mooh.

During the installation ceremony, the SDO charged the incoming DO to improve the current security situation of the subdivision that has enjoyed relative peace recently. The SDO also charged him to support Elections Cameroon (ELECAM) to conduct free, fair and transparent elections in the subdivision, cautioning him that "you are the head of administration in Bali. Don't allow yourself to be roped in local politics and ensure that you close illegal churches." Simon Emile said.

Chi Augustine was also called to secure the people and their properties and also ensure that all civil servants are at work. Peace groups he was told should be promoted across the subdivision and tax collection should be effective.

While welcoming him to Bali, the Mayor, Wandum Ernest Bunga, presented the opportunities and challenges of the subdivision. He detailed that the crisis caused significant disruptions to the education sector as schools were closed. He also said Bali suffers from farmer-grazer conflict. Two situations he charged the civil administrator to look into keenly as he commences his administrative story in Bali.

Chi Augustine was born on the 8th May 1975 and is a native of Akum in Santa subdivision of the North West Region. Before his appointment as Divisional officer for Bali, he previously served as Support staff in the Ministry of Territorial Administration. In 2017, he was appointed as Divisional officer for Wabane subdivision in Lebialem Division of the South West Region. A position he occupied till 2024. 

Chi Augustine holds a Masters Degree in Political Science and is a graduate from Cycle B of the National School of Administration and Magistracy, ENAM. He is a father of many children.









He takes over from Dolingo Bikinn Diongo. The outgoing civil Administrator was described by the Mayor as a father, who lead Bali through its most critical times and was able to restore sanity and greatness to the subdivision.

Dolingo Diongo served as Divisional officer of Bali for Eight years and two months. He has been transferred to Bamenda I subdivision in the same capacity.

Bali which has agriculture as its main source of livelihood, is made up of 17 villages and has a population size of 85,058 people spread across 277.77 Square Kilometers of land.

It is host to the region's oldest secondary school, The Cameroon Protestant College.

To the Fon of Akum, HRM Fon Eugene Ngwashi, the appointment and installation of Chi Augustine Nwhanagham, is of great joy. " I am very happy and that is why I have come for this ceremony to officially hand over my son to the Paramount Fon of Bali to take him as his own son and guide him in his new function so that he can be able to discharge his duties deligently" HRM Eugene Ngwashi told the Observer.

I want to take this opportunity to thank his Excellency President Paul Biya for this heartwarming appointment at this crucial hour, putting a fresh impetus into the administration of Bali.

In fact, as a youth, we believe that with the coming of the DO, by his appellation, he's called Chi. Chi in Bali means salt. And biblically, Matthew 5, verse 14 says, he's the salt of the earth, he's the salt of Bali.

Mr. Chi is bringing in new impetus into the administration, and we hope that he brings Bali back to its hay days.

So we are elated and very delighted to have received him. We have great expectations. First of all, he has to do the continuation of the work of his predecessor by bringing normalcy into Bali.

 You know, Bali has been rocked by this crisis over the years and we believe that his coming is going to normalize the situation.

Secondly, as a youth, to empower the National Youth Council in order to execute projects
which are originated by the Minister of Youth Affairs.

The former divisional officer has been with us for eight years and we felt like we needed a new, fresh DO to pilot the activities of Bali. He is coming with a new blood that will help maintain some relative peace in Bali.

Now that we are going towards elections, we think that the environment will be conducive to make the CPDM achieve 100% victory.

The expectations are extremely high, We are hoping that the school resumption will be very effective in this part of the country.

We know that him being an English-speaking administrator, I think going down to the field and use the right language to make the people understand that their own brother is there to actually organize things for them better.
