The Council emerged 15th Nationwide and scored 78 on 100 points in the 2026 PROLOG assessment, qualifying for the full performance-based allocation. The assessment also recorded weaknesses in local revenue collection

Bafut Council has ranked 15th out of 122 councils assessed nationwide under the 2026 Performance Indicators assessment of the Local Governance and Resilient Communities Project (PROLOG), scoring 78 out of 100 points.

The results, communicated by the PROLOG National Coordination in a letter dated October 20, 2026, qualify the council for a total Second-Level Allocation of FCFA 282,464,840 under the Performance-Based Grant.

PROLOG Assessment

According to the notification addressed to the Mayor of Bafut Council, Ngwakongho Lawrence, score exceeds the 70-point excellence threshold, making the council eligible for 100 per cent of its theoretical performance-based allocation.

The funding comprises FCFA 53,039,086 as the council’s performance-based allocation, FCFA 170,129,578 from the redistribution of unallocated balances among councils scoring at least 70 points, and FCFA 59,296,176 from the redistribution of allocations linked to councils that did not meet the Minimum Mandatory Conditions.

PROLOG is financed by the World Bank through the International Development Association (IDA) Credit 72130-CM to support local governance and resilient communities.

Bafut Council recorded maximum scores in several areas of financial management, including wage bill control, debt management and investment budget execution, scoring 9 out of 9, 9 out of 9 and 12 out of 12 points, respectively. The council also obtained full marks for preparing and submitting its Medium-Term Budgetary Framework/Medium-Term Expenditure Framework, establishing Village and Neighbourhood Committees, and environmental and social management.

Other strong results included 4 out of 4 points for conducting a timely Budget Orientation Debate with minutes and 5 out of 5 points for its staff training plan.

However, the assessment identified weaknesses in the collection of the council’s own-source revenue. Bafut scored zero out of 10 points for progress in revenue collection, with assessors citing unsatisfactory collection of council tax and operating revenue from council property and services between 2021 and 2024. They also noted that the relevant administrative accounts had not been attached in a way that clearly demonstrated the amounts collected.

The council was invited to address these shortcomings ahead of the next assessment. Other areas requiring improvement included the updating and validity of the Council Development Plan, publication of council deliberations, filling key positions and equipment maintenance. Bafut scored 3 out of 8 points for its development plan and 2 out of 6 points for publishing council deliberations.

In communicating the results, the PROLOG National Coordination congratulated the Mayor, the municipal team and the council on their performance. It indicated that further information on the release of the funds and conditions governing their use would be communicated by the PROLOG Regional Coordination Unit.

The allocation must be used in accordance with requirements covering eligible investment expenditure, budget inclusion, procurement procedures, and environmental and social safeguards.
